In 21 EU  countries, I&R for dogs is already mandatory and not having dogs  microchipped is illegal. California must establish consistent I&R  legislation, set mandatory requirements, and allocate funds for  enforcement. Without these measures, animals will continue to suffer  from illegal breeding, neglect, and irresponsible ownership. 


It is crucial to advocate for and implement these regulations to protect our communities and ensure the welfare of our animals.
