I am writing to urgently request your leadership on a 2026 bill to establish a California Spay/Neuter Fund to address the growing animal overpopulation crisis across our state.

Across  California, municipal shelters are declaring extreme overcrowding and  overcapacity. Adoptable animals are being euthanized not because they  lack families, but because intake continues to outpace available space  and resources. At the same time, access to low-cost spay/neuter and vaccination services has collapsed in many communities, leaving families without realistic options to prevent unplanned litters.

A California Spay/Neuter Fund would address these root causes through a prevention-first approach. Importantly, the bill concept has already been submitted to Legislative Counsel by Senator Stern, demonstrating real momentum. What is urgently needed now is a lead author and champion, as legislators are finalizing their 2026 priorities.

This bill would:

• Invest in low- and no-cost spay/neuter services statewide

• Prioritize communities with the highest shelter intake and euthanasia rates

• Reduce long-term public costs by preventing animals from entering shelters

• Support rescues and shelters by stabilizing intake and reducing overcrowding

California taxpayers already spend over $460 million each year operating public animal shelters. Without a meaningful investment in  prevention, this approach is fiscally unsustainable and inhumane. Spay  and neuter has consistently been shown to be the single most effective and cost-efficient solution to reducing shelter intake, euthanasia, and long-term costs.

Multiple legislators have indicated support as part of a coalition, but without a lead author, this opportunity may be lost.
