What is urgently needed now is a lead author and champion, as legislators are finalizing their 2026 priorities.
This bill would:
Invest in low- and no-cost spay/neuter services statewide
Prioritize communities with the highest shelter intake and euthanasia rates
Reduce long-term public costs by preventing animals from entering shelters
Support rescues and shelters by stabilizing intake and reducing overcrowding
California taxpayers already spend over $460 million each year operating public animal shelters. Without a meaningful investment in prevention, this approach is fiscally unsustainable and inhumane. Spay and neuter has consistently been shown to be the single most effective and cost-efficient solution to reducing shelter intake, euthanasia, and long-term costs.
Multiple legislators have indicated support as part of a coalition, but without a lead author, this opportunity may be lost.
